Locked Out: Improving Educational and Vocational Outcomes for Incarcerated Youth, Council of State Governments Justice Center

This report highlights key findings of a survey conducted by The Council of State Governments (CSG) Justice Center, in partnership with the Council of Juvenile Correctional Administrators (CJCA), to understand the extent to which state juvenile justice facilities provide educational and vocational services, track and use student outcome data, and support youth in school reenrollment. CSG and CJCA explain that the brief provides “recommendations that local and state policymakers, along with advocates, can use to improve college and career readiness for youth involved in the juvenile justice system.” The brief also outlines examples of how certain states have translated these recommendations into practice and policy.
