Part II of this two-part educational module seeks to improve transition and reentry to school and community for youth with disabilities in juvenile correctional facilities. Created by the Iris Center, Vanderbilt, and Claremont, the module addresses consideration for youth transition from juvenile correctional facilities back into the community, school, and workplace. It also provides specific recommendations for transition planning.

CLASP Report Realizing Youth Justice: Advancing Education, Employment, and Youth Empowerment through Public Policy and Investment, CLASP

This publication produced by the Center for Law and Social Policy (CLASP) “proposes policy strategies that envision work and educational opportunities, along with health and mental health supports, as part of the formula needed to dismantle structural barriers that push youth of color out of school and into detention and incarceration.” The report also provides a framework to expand youth justice reform and diversion strategies.

Vera Institute of Justice Report and Fact Sheet to Assist in Building Effective Partnerships for Quality Postsecondary Education in Correctional Facilities

In 2015, the U.S. Department of Education introduced the Second Chance Pell Pilot Program that supports postsecondary education programs in correctional facilities. The program restores eligibility for Pell grants to incarcerated students and aims to increase access to higher education. This website features a report and a fact sheet about developing quality postsecondary education programs in facilities. These resources are meant “to support the implementation of new partnerships and strengthen existing ones between colleges and corrections agencies.”

Webinar: What Works to Promote Educational Success for Justice-Involved Youth

The Council of State Governments Justice Center provides a link to a webinar from the National Reentry Resource Center that discusses important strategies for providing quality education for youth in confinement. Also discussed in this video are strategies for helping youth to transition from confinement schools to schools in their community. Presenters explain recent research about reducing recidivism and improving educational outcomes.

RAND Correctional Education Project: A National Evaluation of Correctional Education to Improve Correctional Education

The RAND Correctional Education Project works closely with experts, administrators, educators, and researchers to assess and understand the correctional education system across the United States with the goal of improving correctional education and its delivery. The project explains how correctional education programs are adapting in response to decreased funding and “emerging trends that may influence how correctional education is provided in the future.”

Principles and Implementation Strategies for Reducing Recidivism and Improving Other Outcomes for Justice-Involved Youth

This publication from the Council of State Governments Justice Center explains how to use research and resources to improve the system and reduce recidivism, as well as other outcomes, for justice-involved youth. It is written for a broad audience including “leaders across all branches of government; juvenile justice administrators, managers, and front-line staff; and researchers, advocates, and other stakeholders.” The white paper is broken into two parts. Part one explains the policies and practices that reduce recidivism for youth and improve outcomes.

Lambda Legal Provides Services and Resources for LGBTQ Youth in Out-of-home Care

Lambda Legal strives to protect lesbian, gay, bisexual, transgender, and queer (LGBTQ) youth in the child welfare, juvenile justice, and homeless systems of care. The organization aims to ensure the youth have the right to be safe from harassment, free from discrimination, and “be treated like everyone else.” This website provides "Know Your Rights" resources, a legal assistance helpline, policy recommendations, and other resources.
